USDA Rural Development first awarded funds to LARDC in 1993 to establish an Intermediary Relending Program (IRP). Subsequently, LARDC received additional funding in 1995, 2001, 2003, and 2008. The purpose of the loan program is to encourage and support business development and expansion in the rural portions of the eastern 19 counties in North Dakota (Regions II, IV, and V, excluding the City of Fargo). Loan proceeds can be used for real estate, fixed assets, working capital and inventory with a maximum loan amount of $150,000. Funds are eligible for businesses in the North Dakota counties of Pembina, Walsh, Grand Forks, Nelson, Griggs, Steele, Traill, Barnes, Cass, Ransom, Sargent, Richland, Cavalier, Ramsey, Eddy, Foster, Dickey, LaMoure, and Stutsman.
