The revolving loan program is intended to incentivize businesses to locate or stay in the Norwich, Connecticut Downtown Revitalization Area by providing favorable term financing to qualified businesses.

Through financial mentoring, this program element will actively strive to assist businesses become eligible for conventional financing at the end of the first five years of the revolving loan term.
